Winston Salem/Forsyth County Utilities (WSFCU) is seeking qualified engineering firms to update its Wastewater Facilities Master Plan. The department currently operates and maintains two wastewater treatment plants — Archie Elledge WWTP (30 MGD) and Muddy Creek WWTP (21 MGD) — as well as a Biosolids Drying Facility and multiple sewer lift stations. The existing master plan, last revised in April 2018, requires a comprehensive update to support long-term capital improvement planning over a 20-year horizon. The purpose of the master plan is to provide long term guidance and planning for future capital improvement projects at both wastewater treatment facilities and the Regional Biosolids Drying Facility over a 20 year planning period. The updated plan should identify and prioritize infrastructure upgrades necessary to meet future regulatory requirements, enhance system reliability, and accommodate projected growth, including annexation and increased industrial demand. Key components of the plan must include residuals projections; development of treatment process models for both treatment facilities; infrastructure planning aligned with forthcoming nutrient regulations; and detailed cost estimates for all proposed improvements.
