The specific services and any specifications that the University is seeking are listed below. Services offered by the Vendor must meet or exceed the listed Specifications. This project will survey four thousand (4,000) adults at least eighteen (18) years of age in the 14-county CharlotteMecklenburg region, including: Anson, Cabarrus, Catawba, Chester, Cleveland, Gaston, Iredell, Lancaster, Lincoln, Mecklenburg, Rowan, Stanly, Union, and York counties. The survey is expected to take up to twenty (20) minutes by phone, and roughly ten (10) minutes online. The survey length is derived from questions from the Happiness Research Institute, as well as from the UNC Charlotte Urban Institute’s own questions on other dimensions of Quality of Life. While there is no strict demographic quota system due to the region's variability, geographic quotas shall be applied based on actual populations within the counties of interest. The fielding window shall be approximately one (1) month (thirty (30) days) and can be extended by two (2) weeks if necessary. The vendor shall provide a data file (e.g., SPSS, Excel, or Stata) as the final deliverable. Sample Size: The sample size is expected to be about four thousand (4,000) respondents for a population of over 3.2 million in the counties of interest. Hybrid Survey: Data collection for this survey shall be split between online (non-probability) and telephone interviews that are collected by the vendor. A split of forty five percent (45%) online to fifty five percent (55%) telephone is required. - The telephone sample shall include a higher proportion of cell phones than landlines. A cell phone only phone sampling frame is only acceptable if there is a method to account for people residing in the counties of interest with out of area zip codes still associated with their number. - Broadband/high-speed internet is not readily available for many communities within this region. - Phone sampling must adhere to either a systematic selection process, where every Nth number from the commercial list is selected, or Random Digit Dialing.
