(a) Attend a project introduction meeting with City Staff in early February 2026, with coordination of a final contract with the Consultant to be approved at the City Council meeting on March 2, 2026. (b) Attend and provide an introductory presentation on the project scope and methodology at a City Council workshop on February 27, 2026. (c) Finalize with staff and undertake a detailed community engagement strategy to seek community input into the Plan. (d) Assist City staff in identifying membership for an Advisory Committee of local community members to provide local insight throughout the UDO development process. (e) Attend, prepare materials for, and record and process information gathered from minimum of three regular Advisory Committee meetings and work sessions over the period of UDO development. (f) Attend, prepare materials for, and record and process information gathered from minimum of three Community Wide meetings extending over the period of UDO development. (g) Attend, record and process information gathered from minimum of three focus group meetings at the initial stages of UDO development. (h) Provide for one joint working session with the Planning and Zoning Commission and City Council to seek input on the plan’s development. (i) Conduct a comprehensive review and analysis of existing ordinances, including assessing the strengths and weaknesses of the existing regulations in terms of structure, organization, clarity, ease of use and best practices. (j) Analyze demographic, economic, infrastructure, transportation, and environmental data to provide guidance on updated density and dimensional standards, including performance standards.
