Specifications include, but are not limited to: The successful vendor will provide all supervision, personnel, equipment, and supplies to ensure that full and effective security is maintained at the locations outlined in this contract according to the schedule outlined herein. DPS will be billed at flat hourly rates for each event and location serviced through this contract. The vendor will be responsible for all benefits, state, federal and FICA tax withholding, employee insurance benefits and other required insurances. The vendor is responsible for the acts of all personnel and agrees to always perform its contractual duties with DPS with a high standard of professionalism, and to abide by all DPS policies, procedures, and site-based rules. Subcontracting of security services is prohibited. The vendor’s security personnel must be properly uniformed at all times when carrying out its contractual duties with DPS. All the vendor’s employees are prohibited from engaging in non-business communications with students, staff, or visitors. At no additional cost to DPS, the vendor’s security personnel will complete 40 hours of pre-assignment training or provide evidence that such training has occurred within the past 12 months, prior to beginning work on DPS’ sites. Additionally, at no additional cost to DPS, the vendor’s security personnel will complete a minimum of 16 hours of annual refresher training. At a minimum, trainings shall include: • Basic preparedness for the work to be performed (to include uniform issues, image, professionalism, general duties, and DPS rules of conduct and performance) • Concepts of Physical Security • Legal issues related to authority and conduct • Professional communications for security personnel • Verbal and written communications • Report writing • Field note taking • Telephone and radio operations • Interpersonal skills and communication • Human relations • Substance abuse (drugs and alcohol) • Cultural diversity • School and campus security • Gangs and graffiti • Parking lot security • Traffic and crowd control • Bomb threats
