This Request for Information (RFI) is intended to collect information and recommendations regarding: The architectural requirements, estimated timeline for development, and estimated cost for development of a Trusted Execution Environment (TEE). The State of North Carolina is in the process of developing plans to construct a TEE that enhances the state’s ability to provide the following services: • Secure, managed data access : The TEE should provide a secure, Administrator-managed cloud-based virtual Environment in which Users can access and work with approved data • Reduced movement of data : The TEE should reduce and eventually eliminate the need for data to be transmitted externally to User-managed environments • Provision of a comprehensive analytical workspace : The TEE should support robust analysis of approved datasets via a full suite of in-environment tools TEEs are sometimes referred to as Trusted Research Environments (TRE) or Secure Data Enclaves (SDE). The TEE initially will be for use by vetted Requesters who receive approved datasets via the North Carolina Longitudinal Data Service (NCLDS), as well as by NCLDS staff, but potentially the TEE could expand to be used by other state agencies and offices, if the initial launch is deemed successful.
