The City of Asheville Transportation Department seeks a consultant to assist with updating its existing Traffic Calming Policy and implementation process by revising the existing policy language to be clearer and more user-friendly for both residents and City staff. City staff receive a substantial volume of requests from the public related to neighborhood traffic safety and traffic calming. The existing process to address these types of requests is generally governed by the City’s 2014 Traffic Calming Policy; however, the policy and implementation process are overly burdensome on staff and community members making requests, resulting in a backlog of requests This project also offers an opportunity for the City to more clearly define traffic calming when communicating with the public so that the public has a better understanding of what can be feasibly implemented. The updated policy should provide for flexibility and discretion in its application. This policy will apply only to City-owned roadways. B. DESIRED OUTCOMES ● A more equitable, systematic, and transparent process for addressing traffic calming requests from residents ● A more streamlined process that reduces staff processing time between receipt of traffic calming requests and potential implementation of traffic calming measures ● Mode shift from motor vehicle usage to walking, rolling, bicycling, etc. and reduced need for speed enforcement; C. FINAL DELIVERABLES All deliverables will be agreed upon between the City and the selected consultant, and at minimum, should include: ● Updated Traffic Calming Policy that includes a clear process for implementation ● Draft and Final Traffic Calming Guidebook that uses visuals and narrative to depict standard designs and applications (standard details update, list of approved devices, etc.) and includes a process for monitoring and evaluating policy implementation ● Community engagement summary ● Data sets and GIS layers ● Tracking tool template for tracking traffic calming requests and implementation projects
