The purpose of this RFP is to solicit Offers for a modern Commercial-Off-the-Shelf (“COTS”) integrated tax system (“ITS”) and implementation services for the North Carolina Department of Revenue (“the Agency,” “State”, or “NCDOR”). The Agency is seeking from qualified Vendors the information necessary to select a partner to replace its aging Integrated Tax Administration System (“ITAS”) and ancillary tax processing systems with a modern, secure ITS that meets the Agency’s tax administration needs and requirements with minimal customization. The Agency is looking for an ITS that is customer centric, meets the diverse needs of various agency constituencies, is scalable, continuously upgraded, and adheres to the latest security protocols. The Agency seeks to partner with a Vendor that has demonstrated experience in supporting the modernization of an organization of similar size and complexity. The Agency prefers the proposed tax solution be implemented by the owner of the product rather than a third-party system integrator.
