Specifications include, but are not limited to: Wake County Public School System is seeking a contract service provider for waste and recycling collections. When submitting a proposal for services, qualified bidders should include information regarding collection containers, hauling services, waste disposal and processing of the following materials from WCPSS facilities: 1) Old Corrugated Cardboard (OCC) for recycling; 2) Solid Waste (MSW) for disposal in a landfill. A. The Contractor shall provide waste and cardboard collection services at each WCPSS site specified in the attachments. New sites may be added by Wake County Public School System at any time. As new sites are added, unit pricing in effect at the time will be used to expand the scope of the contract. B. The frequency of collection services at participating WCPSS facilities ranges from 6 days a week to once a month. The anticipated collection frequency for solid waste and cardboard at each facility is specified in the attachments. i. Wake County reserves the right to increase or decrease the frequency of pickups at individual facilities based on the level of waste generation at that site, operational requirements of the facility, or to accommodate holiday schedules, and year-round/traditional calendars. When the frequency is increased to two or more pickups per week, the standard pickup pricing will still apply (not the extra pickup pricing). ii. The collection of waste and recyclables at WCPSS facilities shall not interfere with the start of school in the morning or dismissal of students at the end of the day. iii. The Contractor agrees to respond to emergency, extra pick‐up requests within 24‐hours of being notified in writing (email), or verbally (telephone), by WCPSS. In this case, the extra pick‐up pricing will apply. C. The Contractor shall be responsible for paying all fees (including landfill tipping fees), royalties, insurance premiums, etc., as required by law to fulfill the contract(s) based on the total number of containers. The Contractor shall also secure and pay all licenses and permits required by law before and during the course of work. D. Where local ordinances require enclosures, the driver will open all enclosures and correctly replace the containers. The Contractor will also be responsible for closing gates. All standard 8‐yd containers shall be front loading with lightweight tops. E. The Contractor will provide a written schedule of pick‐up days, by location, per the schedule established by WCPSS. All schedules are tentative and subject to change based on school facility needs. F. The Contractor shall not be required to make regular collections on New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, or Christmas Day; provided, however, the rest of the week's schedule shall be completed regardless of the holiday. G. The Contractor will own, maintain, and insure all waste and cardboard containers, all doors, lids and drain plugs shall be kept in operable condition.
