The Town of Huntersville (“Town”) seeks a construction, engineering, and inspection (“CEI”) firm to provide engineering technicians and inspectors to perform the requested construction materials testing (“CMT”) and special inspections (“SI”) services. Based on review of the project documents, special inspections will be required for retaining walls, boardwalks, and soils. The technicians and inspectors shall work under the supervision of a project manager and professional engineer from a CEI firm that is familiar with the project requirements. The expected construction duration for substantial completion is 300 consecutive calendar days from issuance of a Notice to Proceed. The following scope of services is anticipated for this project: 2.0 SCOPE OF SERVICES 2.1. Soils and Shallow Foundations: • Obtain samples of structure fill / backfill material for laboratory testing consisting of soil classification and Proctor. • Prior to placement of compacted fill, observe subgrades for stability in accordance with project requirements. • Field density testing (compaction testing) of structural fill and backfill in pavement and structural areas, for utilities and other areas as required by project specifications. • Verify the use of proper materials, densities, and lift thicknesses during placement and compaction of fill and backfill. • Verify that materials below shallow footings are adequate to achieve the design bearing capacity. The footing bearing grades will be evaluated visually, by probing with a “T”-handle probe rod and by performing shallow hand auger boring with Dynamic Cone Penetrometer (“DCP”) testing at selected locations. • Verify that shallow foundation excavations are extended to the proper embedment depth.
