The City of Havelock was awarded, Carbon Reduction Program (CRP) funding for two projects on Webb Boulevard and Church Road. The projects are federally funded and locally administered by the NC Department of Transportation. On Church Road a proposed new sidewalk (Exhibit A) will connect to existing pedestrian routes on the Highway 70 Service Road. There is existing curb and gutter on the west side of Church Road. The proposal would connect with new sidewalk, curb, and gutter. The new sidewalk system would run from the entrance of Slocum Creek Park to the service road (approximately 580 feet). A small portion of the existing ditch system would require piping (approximately 150 feet). On Webb Boulevard a proposed new sidewalk (Exhibit B) is to span from the Boys and Girls Club of Havelock to Havelock High School at a distance of approximately 550 feet. The proposed sidewalk will tie into the existing crosswalk at the intersection of Methodist Drive and Webb Boulevard. Due to limitations within the existing roadway a large portion of the existing ditch system will require piping. Applicable guidelines for the Down East RPO Carbon Reduction Program must be maintained throughout the duration of the project. Phases of the project will include Planning, Engineering & Design, Right-of-Way, and Construction. Specific deliverables from the proposed sidewalk engineering portion of the project will include plans, designs and bid packaging.
