Specifications include, but are not limited to: 3.1.1. Charlotte Water is the largest public water and wastewater utility in the Carolinas, serving more than one million customers in the City of Charlotte and greater Mecklenburg County. Currently, fifteen Charlotte Water facilities use security systems that are to be serviced under the eventual Contract. 3.1.2. The objective of this RFP is to obtain proposals and award a contract to the Company that will best meet Charlotte Water’s needs regarding security system services. While one contract is expected to be awarded, multiple contracts may be awarded (e.g., one for Genetec-related services only and another for all other security system services) to best meet Charlotte Water’s needs. 3.1.3. Genetec is a unified security platform that encompasses access control, security cameras, alarms, key system, and some billing systems at Charlotte Water. The City of Charlotte has incorporated Genetec across many departments including Public Safety. This allows for federation during security, safety, and emergency events. The platform is critical for ease of sharing information and helps increase response time from emergency services. Genetec is compatible and programed with all current security hardware throughout Charlotte Water, which allows everything to work together seamlessly for our security and facility monitoring. Genetec also provides an avenue for incident sharing with the Environmental Protection Agency, Department of Homeland Security, and other federal agencies. As such, Charlotte Water requires certain qualifications (refer to Section 3.2) to keep Genetec in working order. 3.1.4. The Company shall provide installation services, maintenance and repair services, and miscellaneous parts toward the installation, configuration, and maintenance of Charlotte Water’ssecurity system equipment located throughout Mecklenburg County, including but not limited to video monitoring systems, facility access control systems, intercom systems, and entrance gate hardware. Requirements herein apply to all security system equipment, unless it’s otherwise stated that the requirement is specific to certain equipment (e.g., preventative maintenance checklists may differ by equipment type). This equipment exists in various configurations at Charlotte Water locations throughout Mecklenburg County. The height range for camera locations varies. The highest camera poles are 25’ with a 4’ base, with the cameras being able to be mounted anywhere between 20’ – 27’. 3.1.5. The Company will need a boom lift to perform services. Boom lifts shall be able to reach at least 120’ into the air from the ground, as some equipment (e.g., cameras) are mounted on structures with various heights. 3.1.6. Charlotte Water facilities experience changes such as deletions, expansions, additions, and continuous upgrades, which often require changes to its security systems. As such, the current inventory list will change, and the Company shall be responsible for providing services to all security system equipment identified throughout the Contract term by Charlotte Water. 3.1.7. Where a timeframe is referenced (e.g., quarterly, annually), it shall be based off the Contract’s effective date. Upon mutual written agreement, the Company and Charlotte Water may modify the timeframe (e.g., based off a calendar year). 3.1.8. The Company shall be required to adhere to the most recent Charlotte Water Badge and Access Control Policy, a current copy of which is available for review in the Procurement Portal for this RFP.
