SCOPE OF SERVICES The Town will enter into a contract with the selected firm for the following: 1. Provide one person for daily security coverage at both the Public Works and Transit compounds on Millhouse Road, Chapel Hill, North Carolina, between the hours of 10:00 P.M. and 7:00 A.M. Hours may be adjusted based on the needs of the Public Works and Transit Departments. Town Holidays are included in the coverage. 2. Security personnel will be equipped with a mobile telephone and will not carry a weapon. The Town of Chapel Hill will provide a vehicle, equipped with appropriate high visibility lights and signage, for on-site patrol. Security Services for Public Works & Transit Compounds Bid Q16-113 Town of Chapel Hill, North Carolina March 2016 Page 4 3.Security coverage will include patrol about every hour of all facilities in both compounds to include the following: a.check doors to assure that they are locked (may require the use of a provided key card which logs visits at certain critical locations), b.document and report any doors that are not locked, c.document and report any suspicious activity at any facility detected through hourly patrols, d.document and report emergency situations to 911. 4.Security personnel will be provide a work station to monitor site video surveillance when not on patrol or escorting employees to and from their personnel vehicle as requested. 5.Submit daily reports to the Public Works and Transit Directors or their designated representatives, even if no problems are observed during the nine-hour daily security period. 6.Prior approval must be obtained from the Public Works and Transit Directors or their designated representatives for any deviation from the specified scope of service, including unavailability for any reason. Bid Submission RequirementsBids must include the following elements: 1.Specify resources and systems that will be used to meet the scope of services required, to include both personnel and support resources. 2. Description of process used for hiring and screening security personnel. 3. Description of your reporting process to comply with terms and conditions of service contract. 4. Cost for service (hourly rate) and method used for calculating that cost. Include all costs associated with program management, administration, and holiday staffing. 5. Specify contact persons and date when service provision could begin. Selection Criteria Criteria for selection of the contractor will include, but not be limited to the following: 1. Relevant experience 2. Quality of bid and interview performance Security Services for Public Works & Transit Compounds Bid Q16-113 Town of Chapel Hill, North Carolina March 2016 Page 5 3.Responsiveness to the stated scope of work 4.Review of references from previous clients Insurance The successful bidder shall procure and maintain during the life of the contract the following insurancecoverage’s:Worker’sCom p e n s a t i o n : Coverage to apply for all employees for statutory limits in compliance w i t h t h e a p p l i c a b l e s t a t e a n d f e d e r a l l a w s . T h e p o l i c y m u s t i n c l u d e e m p l o y e r ’ s l i a b i l i t y w i t h a l i m i t of $100,000 for each accident, $100,000 bodily injury by disease each employee and $500,000 bodily injury by disease policy limit. Comprehensive General Liability: Shall have minimum limits of $2,000,000 per occurrence combined single limit for bodily injury liability and property damage liability. This shall include premises and/or operations, independent contractors, products and/or completed operations, broad form property damage and explosion, collapse and underground damage coverage, sudden and accidental pollution losses, and a contractual liability endorsement. Business Auto Policy: Shall have minimum limits of $1,000,000 per occurrence combined single limit for bodily injury liability and property damage liability. This shall include: owned vehicles, hired and non-owned vehicles and employee non-ownership. Professional Liability Insurance: The selected firm will be required to furnish proof of Professional Liability insurance coverage in the minimum amount of $2,000,000. Special Requirements: The Town of Chapel Hill is to be named as an additional insured on the Comprehensive General Liability policy. Current, valid insurance policies meeting the above requirements shall be maintained for the duration of the project. Renewal certificates shall be sent to the Town of Chapel Hill thirty (30) days prior to any expiration date. There shall also be a 30 day notification to the Town in the event of cancellation or modification of any stipulated insurance coverage. Certificates of Insurance on an Accord 25 (8/84) or similar form meeting the required insurance provisions shall be forwarded to the Town of Chapel Hill. Wording on the Certificate of Insurance which states that no liability shall be imposed upon the company for failure to provide such notice is not acceptable. Original policies or certified copies of policies may be required by the Town at any time No additional specifications were given.
