Specifications include, but are not limited to: Security Guard Services provided will be unarmed security guards providing the appropriate duties associated with gate access inaccordance with NCSPA, State and Federal guidelines. There may be occasional need for security guards to monitor CCTV andother security and alarm systems. The contractor shall provide each employee with a TWIC (Transportation Worker IdentificationCredential) and develop a pool of TWIC compliant security guards to maintain optimum coverage and response to the NCSPA.Generally, the security guard will be assigned to a gate location to check, identify and permit access to a port location and providerandom searches of vehicles attempting to enter the port locations. The security guard may monitor CCTV and monitors as needed.Upon heightened security random searches may be replaced with mandatory searches of all vehicles. This scope of work includesthe following:Hours of Operation: The awarded contractor shall provide the required security guard services as needed by the NCSPA Chief ofPolice based on the following schedule (schedule is subject to change).Port of Morehead City: gate access coverage by a security guard 24 hours a day, seven days per week in addition to securityguard coverage 8 am to 5 pm Monday Friday. One security guard on duty 24/7 and one additional security guard on duty 8 am 5pm Monday Friday. The exception to the second security guard may be security guard service may not be needed on Holidays.Service hours on holidays will be determined by the Port of Morehead City Chief of Police.Port of Wilmington: Two gates associated with the Port of Wilmington, North Gate and South Gate. Security Guards at the SouthGate in addition to providing gate access and inspections will also monitor truck scales and accept payment for Port servicesprovided.North Gate: gate access coverage by a security guard Monday Friday 6 am 6 pm with an additional security guard coverageMonday Friday 10 am 2 pm.South Gate: gate access coverage by a security guard 24 hours per day seven days per week with an additional security guardcoverage Monday Friday 8 am 5 pm.Note: Schedules may be subject to change based on emergency situations or conditions outside the control of NCSPA.1.Contractor Mandatory Requirements1.1. Contractor shall be a certified security service by National Association of Security Companies (NASCO) or ASISInternational.1.2. Contractor security guards shall all be TWIC compliant and trained in the latest version of PortStar or other NCSPArequired training prior to reporting to the NCSPA. Contractor will secure a pool of TWIC compliant security guards tomeet additional requirements by NCSPA or for immediate replacement of assigned security guards. All security guardsshall remain certified and current with all training requirements.
