Specifications include, but are not limited to: The HA is seeking proposals from qualified and licensed entities to provide the HA with the following detailed services: General Requirements 15.1.1 As specified by the HA, the contractor shall have the capability to provide one desk guard/roving patrol armed and uniformed, on/at each of various HA development and facilities specified in this QSP, on/at certain days and times as directed by the HA. A desk guard must be present at the assigned HA property between the hours of 5:00pm through 8:00am on weekdays Monday through Friday, and for 24 hours on weekends and holidays. Any additional hours needed that are not on the normal schedule will be requested with advance notice. 15.1.2 The contractor shall be required to complete an incident reports and shall deliver copies of such to the management office in a timely manner. In addition to addressing the details of any incidents during the specified time, the report shall also address and list any safety or other related issues of concern to both the contractor and the HA that the guard shall or may observe. As directed by management, reports of this duty have to be provided to HA management. Personnel Requirements 15.2.1 All personnel assigned by the contractor to work on HA property as a result of the ensuing award must be: 15.2.1.1 able to relate with and work harmoniously with HA staff, HA residents and the general public; 15.2.1.2 the training given to each guard by the successful bidder must include training specific to the limitations on the ability to search and seizure of person and property under the 4th Amendment. 15.2.1.3 in good physical condition and be able to carry at least 60 lbs; 15.2.1.4 able to use a flashlight, whistle, radio and/or cell phone, if necessary; 15.2.1.5 able to complete the required reports in a legible and understandable manner; 15.2.1.6 in uniform whenever on duty, and have an appearance and condition that is neat and professional.
