SOURCES SOUGHT FOR SIMULAIDS PHTLS SIMULATORS AND CPR MANIKIN BUNDLES
In accordance with FAR Part 10 - Market Research, this sources sought notice is being issued by the 905th CBn on behalf of the Special Warfare Medical Group, United States Special Operations Command (USSOCOM) to identify vendors capable of providing essential medical training simulators and manikin bundles for Special Operations Forces (SOF) medical personnel. This sources sought notice is intended for planning purposes only to determine industry interest and capability. This notice does not constitute a Request for Proposal. The Government is not seeking or accepting unsolicited proposals. This notice should not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. Description:
The Special Warfare Medical Group is seeking vendors capable of providing a total of 16 Simulaids PHTLS Simulators for Advanced Cardiac Life Support (ACLS) training and 18 bundles of CPR manikin kits for Basic Life Support (BLS) training.
Items Needed and Quantity:
- Simulaids PHTLS Simulators (or brand name equivalent) = 16 each
The required Simulaids PHTLS Simulators must meet American Heart Association (AHA) Advanced Cardiac Life Support (ACLS) training guidelines. These full-body units must facilitate comprehensive airway management, including complications, IV therapy (right arm), chest compressions, manubrium IO catheter insertion, bilateral pneumothorax decompression, and bilateral chest tube insertion. Each simulator should weigh approximately 140 pounds (63.6 kg) and be constructed to withstand rigorous training scenarios while adhering to AHA ACLS guidelines. Simulators must be compatible with iSim systems.
CPR Manikin Bundle/Kit (MCR Medical Diversity Manikin & AED Trainer Kits) = 18 bundles, each containing:

- Two adult brand name or equivalent PRESTAN Professional Series CPR manikins: These manikins must be fully compliant with AHA guidelines and designed for realistic training scenarios.
- Two infant brand name or equivalent PRESTAN Professional Series CPR manikins: Like the adult manikins, these should meet AHA standards and provide accurate training for pediatric resuscitation.
- Two brand name or equivalent PRESTAN UltraTrainer AED training devices: Each device should be pre-programmed with five training scenarios available in both English and Spanish.
- Starter 20-pack adult-sized lung bags: These bags are essential for realistic ventilation training with the adult manikins.
- Starter 20-pack infant-sized lung bags: Required for the infant manikins to ensure comprehensive training.
- Two Adult brand name or equivalent ManiVests: For use with adult manikins during training.
- Two Infant brand name or equivalent Manibibs: To be used with infant manikins.
- Two brand name or equivalent MCRMATs for Kneeling: These mats should provide a comfortable and safe surface for instructors during training sessions.
- Specially designed carry case with foam inserts and repacking instruction sheet (26.5” x 15.5” x 17”): The case must ensure safe transport and storage of all included items.
- Three-year manufacturer’s warranty against defects in workmanship or materials: This warranty must be fulfilled directly by the brand name or equivalent to guarantee quality and reliability.
