Specifications include, but are not limited to: The Charlotte Area Transit System (CATS) Office of Safety and Security is seeking to conduct a revised Threat and Vulnerability Assessment (TVA) on the Blue Line Extension North Corridor Light Rail System from 7th Street to University of North Carolina Charlotte (UNCC). The purpose of this TVA is to conduct a facilities risk assessment to identify opportunities to enhance the protection of people, assets, operations and infrastructure. Facilities include all building/stations/parking lots in which CATS conducts business and operations. The goal of the assessment is to obtain recommendations to improve security from an access perspective to such facilities. The assessment includes: •Review of perimeter security, CCTV systems, lighting, access points and physical barriers. Recommendations should identify and prioritize specific access point enhancements; •Assessment of entry and exit points to the facilities for controlling the flow of people as well as for controlling the delivery of packages and materials. Detailed descriptions of the recommendation and where appropriate, provide examples of effective security access controls at other organizations.
