The ROWWTS system will support NCDOT’s right-of-way acquisition and property management processes by providing a centralized platform with key capabilities, including: a) Project Tracking – Ability to manage right-of-way projects with real-time data access. b) Land Acquisition Management – Ability to track appraisals, negotiations, approvals, and payments. c) Property Management – Ability to track surplus properties, leases, and disposition statuses. d) Workflow Automation – Ability to provide automated notifications, approvals, and status updates. e) Integration with External Systems – Ability to integrate with GIS, document management, and financial systems. 3.4.2 SYSTEM NON-FUNCTIONAL SPECIFICATIONS The ROWWTS solution will adhere to the industry's best performance, security, and usability practices. These specifications include: a) Compatibility with modern web browsers and mobile platforms. b) If the solution is Vendor-hosted, hosting within the contiguous United States. c) Secure authentication and role-based access control. Accessibility via current and future versions of Microsoft Edge Chromium, Google Chrome, and Safari. d) Compatibility with Apple and Microsoft devices, including desktops, laptops, and tablets. e) For web functionality, no plugins or additional software installation required. f) The system will accommodate at least 250 concurrent users, scalable by 5% annually. Provide pricing details in RFP Attachment 5, Cost Proposal. g) Utilization of the following identity standards – Security Assertion Markup Language (SAML) or OpenID Connect and Multi-factor Authentication (MFA). 3.5 BUSINESS AND TECHNICAL SPECIFICATIONS 3.5.1 SYSTEM FUNCTIONAL SPECIFICATIONS NCDOT expects the ROWWTS to support various functions essential to right-of-way operations. These detailed specifications are outlined in Exhibit A – ROWWTS System Features Checklist, where Vendors should refer for specific functional specifications. Key functional areas include: a) Project Information: Describe how the system will store project details, parcel ownership records, and transaction histories. b) Appraisal Management: Describe how the system assigns appraisers and tracks values. Describe the automation system for reviewing approvals. c) Negotiation & Acquisition: Describe how the system records offers, counter-offers, and settlement details. Describe the automation system for notifications. d) Relocation Management: Describe how the system tracks displacee information and eligibility. Describe how relocation payments are processed. e) Condemnation Processing: how legal proceedings are documented and how approvals are completed. f) Payment Processing: Describe how the system integrates with the existing financial systems to track and process acquisition and relocation payments. g) Property Management: Describe the inventory system for acquired properties, lease tracking, and how geospatial mapping tools are utilized. h) Reporting & Analytics: Describe the reporting options, both standard and customizable. Describe and provide examples of dashboard views. Describe the statistical analysis of right-of-way activities that the system can complete.
