The purpose of this solicitation is to engage professional engineering services for the City of Raleigh, specifically Raleigh Water, to review and recommend changes to the City’s Oversized Main Reimbursement Program (City Code Sec. 8-2094), the Urban Main Replacement Reimbursement Program (City Code Sec. 8-2096), and the reimbursement rate schedule, including both structure and fees. Additionally, any necessary updates to policy language in the Raleigh City Code, Part 8 (Public Utilities), will be addressed by the selected firm to support revisions to these two programs. The scope of services will also include the following: • Collecting and reviewing data from construction bid tabs, engineering estimates, and reimbursement requests to support updates to the rate schedule. This could include data from projects within Raleigh Water’s system or from other similar utilities. • Assisting in the development of educational materials and presentations for City Council and stakeholder groups, to be delivered during the project and at its completion. • Participating in meetings with staff and stakeholders to gather data and input from the community on potential updates or additions to the current reimbursement programs. • Preparing reports and technical memos for the Raleigh Water Executive Management Team, to provide updates and obtain feedback on the direction and results of the study throughout the project.
