Program Design & Implementation • Finalizing and operationalizing program design in consultation with Town staff • Designing intake, application, and selection procedures that reflect program tiers and fair housing compliance • Administering both monthly rental assistance and one-time security deposit assistance programs equitably and efficiently • Set and apply maximum eligible rent thresholds based on Fair Market Rent (FMR) benchmarks or a local market-adjusted multiplier 2. Income Eligibility • For rental assistance, participants must have a household income that falls below a defined threshold based on household size. As a general benchmark, this will align with HUD income limits for Wake County, targeting households earning below approximately $50,000 annually for a household of one to two, with proportionally higher limits for larger households. This approach reflects federal guidance on housing cost burden and ensures the program serves those most at risk of rent insecurity in Morrisville. • For security deposit assistance, participants must have a household income that generally falls between 80% and 100% of Area Median Income (AMI), adjusted for household size. These households often earn enough to manage monthly rent but may face significant challenges in covering one-time move-in costs such as deposits and fees. • The Town will work closely with the selected program administrator and to establish final income eligibility thresholds for both rental assistance and security deposit support, using local data, HUD guidance, and program goals to inform these limits. 3. Participant Prioritization • Initial program access will be prioritized in the following order: 1. Town of Morrisville employees 2. Wake County public employees 3. Wake County Public School System (WCPSS) employees 4.
