The City of Raleigh (COR) is solicitating proposals from one or more firm(s) with which to contract for the following services: The City of Raleigh is seeking consultant services to guide the selection of and facilitate recurring meetings of a Citizens’ Assembly for the life of this 2.5-year project. Members of the assembly will play an integral role in shaping the vision, goals, and principles of the next comprehensive plan over the course of the multi-year process. In addition to providing input, assembly members will draft recommendations, policy proposals, and content that will help inform the comprehensive plan, ensuring it reflects the needs and priorities of Raleigh’s diverse community. The five main tasks needed for a successful project are listed below. Additionally, a draft scope of work detailing the project, deliverables, and outcomes is included as well. Generally, the city if looking for a project team that can provide initial work plan guidance, assembly selection and recruitment, and training of Raleigh staff to facilitate the Citizens’ Assembly with periodic support and advisement. 1. General project management support; 2. Identifying the remit for the Citizens’ Assembly; 3. Full assistance with assembly recruitment and sortition; 4. Facilitation and training for staff; 5. Periodic check-ins, support, and advising during the process; A detailed scope of services is provided in Section 4 of this document.
