Research and Analysis: o Local Market Research: The consultant will conduct detailed research on the local residential and commercial real estate markets to support accurate valuations. o Reappraisal Review: Review and provide analysis of county reappraisal values for both commercial and residential properties to ensure they align with market trends. o Schedule of Values Review: Advise and ensure adherence to the updated Schedule of Values, ensuring that all values are compliant with the standards and guidelines set forth. o Internal Process Review: Review and advise on current internal reappraisal processes and suggest improvements that can be made. Training and Development: o Provide training on mass-appraisal methods and standards set by the International Association of Assessing Officers (IAAO). o Training may include: Hands-on technical tasks such as data modeling, coding, and building dashboards Advanced workflows using Excel or other relevant tools for mass-appraisal processes. Consultation for Presentations and Reports: o Be available to present findings, analysis, and reappraisal results to the county management team and the Board of Commissioners as required. o The consultant will prepare and deliver clear, well-documented presentations and reports that highlight the progress of the reappraisal, key insights, and any necessary recommendations.
