This solicitation seeks to identify a qualified community partner to assist HPCDC in delivering property resiliency services, including green energy improvements, legal assistance, and property tax relief support for eligible residents (participants). The selected partner will act as the Project Manager and oversee all aspects of service delivery associated with Tasks A, B, and C for eligible program participants within the Fayetteville Street Corridor project area on behalf of Hayti Promise. The primary goal is to enhance local capacity and help participants become more resilient to adverse legal, financial, or regulatory conditions related to property ownership, tenancy, management, or investing. Qualified proposers will have 20+ years of organizational experience successfully delivering similar publicserving or mission-focused projects for non-profit or government clients using public funding. Proposers must provide all necessary labor, equipment, materials, and resources to complete the specified scope of work within the project timeline. Due to the nature of the funding source supporting the scope of work, joint ventures and multi-partner proposals are discouraged. The chosen partner will serve as the lead entity and primary contact with Hayti Promise, program participants, and service providers. The partner will adapt project plans to meet environmental or community needs while ensuring timely delivery. They will serve as a liaison between Hayti Promise CDC and program participants, facilitating project and community meetings as required. Successful proposers should prioritize recruiting subcontractors from the Durham community, particularly within the Fayetteville Street Corridor project area, ensuring fair compensation and compliance with safety regulations. GENERAL REQUIREMENTS The qualified partner will be fully responsible for delivering the outlined scope of work, whether self-performed or subcontracted. General requirements for all tasks include: • Marketing and Communication: Promote program benefits to eligible participants through various channels, including audio, video, print, and social media. • Data Management and Reporting: Submit bi-monthly reports detailing services performed, participant engagement, and outcomes while maintaining confidentiality of personal financial data. Provide invoices and documentation to meet federal guidelines. • Compliance and Verification: Verify and facilitate compliance with federal, state, local, and client-specific eligibility criteria, including documentation for protected classifications (e.g., low or moderate income, elderly, disabled). Monitor service delivery for compliance with procurement and regulatory standards. Client-specific eligibility criteria may include being Durham County residents who live, work, own a business, or own real property within the project target area. • Construction Administration: Provide construction administration, ensuring all vendors and subcontractors meet necessary employment, safety, insurance, fee, and permit requirements. • Schedule and Budget Adherence: Maintain the overall project budget and schedule, ensuring service delivery aligns with project deadlines and local participation goals. Remain flexible to adapt as needed. • People-Centered Professionalism: Regularly confer with the client and partners to ensure efficient coordination of services, particularly regarding project stages or strategy changes.
