A. Services to be provided include general engineering analysis of electric system issues, potential new development impacts, technical assistance to staff for minor system repairs. Work would be performed under a single purchase order on an as needed basis. B. Engineering will also be provided on specific capital improvement projects as projects are identified and funded. There is a wide project range and the scope of services may vary for each project. Some projects will proceed in the current fiscal year and others will be funded in subsequent years. They may be projects already identified on the Electric System Capital Improvement Plan or may be projects that emerge due to sudden system issues, economic development activities, or new funding opportunities. The Scope of Services may include but not be limited to the following: 1. Feasibility analysis 2. Right-of-Way assessment/acquisition 3. Grant support 4. Environmental impact analysis 5. Cost estimates 6. System modeling 7. Asset evaluation 8. Surveying 9. Design 10. Permit applications/compliance 11. Bid preparation and administration 12. Construction administration 13. Inspection Services. C. CONSULTANTS will be evaluated in each of the capital project categories listed below. CONSULTANTS may submit proposals to be considered in one or more of the categories and should clearly indicate in their submittal cover letter, for which categories they would like to be considered. The projects can be categorized as follows, with example projects listed below each category: 1. Distribution/Transmission a. Wire installations/upgrades b. Pole installations c. Guy wire placements d. Underground wire installations e. Distribution transformers (O/H or pad mount) f. Circuit switches/reclosers g. Fuse coordination 2. Substations a. Load evaluations b. Condition assessments c. Transformer Installation/Upgrades d. New substation design/construction e. SCADA controls f. Relay settings and protection schemes 3. Generation a. Diesel/NG generator installations b. Switchgear c. Battery Storage systems d. Backfeed switching/metering e. PURPA qualified resources f. Fault current settings 4. Miscellaneous a. Solar system connections b. EV charging systems c. Voltage Reduction operations 5. General Engineering Services (see Section III.A above) Multiple firms may be selected as qualified for each capital project category, and firms may be selected as qualified in more than one category.
