Specifications include, but are not limited to: It is the sole responsibility of the Contractor to have expertise and thorough knowledge to prepare, submit and provide otherservices related to the preparation of the Medicare and Medicaid Cost Reports and to become knowledgeable and an expert ofthe intricate working relationship between the State Veterans Homes Program, the Management Company and the FederalGovernment (U.S. Department of Veterans Affairs) as it pertains to but not limited to operations, recordkeeping, financialdocumentation, procedures and policies.�The Contractor will work closely with NCDVA State Veterans Homes Program Manager.�The Contractor must provide an overview of the services they will perform for the completion of theMedicare and Medicaid Cost Reports. Due to the complexity of the program the estimated average time to completethe Medicare and Medicaid Cost Reports per facility per year is 150 hours though such average is merely an estimateand is not to be relied upon by Offerors or Contractor.�The Contractor will be responsible for the preparation, submission and other services related to the Medicare andMedicaid Cost Reports for Fiscal Years: FY2011, FY2012, FY2013 and FY2014 for the two (2) fully operational StateVeterans Homes in Fayetteville and Salisbury, NC that are Medicare and Medicaid approved as long as they are inoperation during the contract period.�The Medicare and Medicaid Cost Reports for the two (2) homes under construction in Kinston and Black Mountain willbe inclusive under this contract, if and when they become fully operational, licensed and if and when such Medicareand Medicaid Cost Reports are required by Medicare and Medicaid. Therefore, the Kinston and Black Mountainfacilities will not be billable for the entire contract period, only for the years, if any, that Medicare and Medicaid CostReports are required. The Contractor must have a thorough knowledge of Medicare and Medicaid regulations andguidelines (Federal and State) as they apply to the State Veterans Homes Program and filing for the Medicare andNorth Carolina Medicaid Cost Reports
