**Amendment 2: The purpose of Amendment 2 is for the following:
- The Date for Receipt of Offers is extended to April 16, 2025.
- The Statement of Work (SOW) Attachments A and B have been revised to remove the parts in association with the MH65D, HC130H, and HC144A aircrafts.
- To implement FAR Class Deviation 25-01 Executive Orders 14173, Ending Illegal Discrimination and Restoring Merit Based Opportunity, and 14168, Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.

**Amendment 1 corrects the descripton of the date and time for receipt of offers to March 18, 2025 at 4:30 pm EDT.**
This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in FAR subpart 12.6 as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number 70Z03825RB0000001 is issued as a Request for
Proposal (RFP) using the procedures of FAR 12 in conjunction with FAR 15. The solicitation
document and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 2025-03 effective January 17, 2025.
The applicable North American Industry Classification Standard Code is 488190. The small
business size standard is $40M in average annual receipts. This is being solicited on a sole source
basis. All responsible sources may submit a capability statement or proposal which shall be
considered by the agency.
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Elizabeth City, NC
intends to negotiate and award an Indefinite Delivery Requirements type contract to Rockwell
Collins, Inc. of Cedar Rapids, IA on an other than full and open competition basis under the
authority of FAR 6.302-1 for the Performance-Based Logistics services for the ALC. The services
will be procured via issuance of individually funded Task/Delivery Orders. The contract will
consist of a one-year Base Period and four (4) one-year Option Periods.
