The comprehensive master plan will create a clear vision, action plan, financial strategy plan, and serve to define a clear path for providing parks and recreation needs for Carteret County through 2041. The plan shall include, at a minimum, the below documents and plans found in various sections throughout the RFQ. Further details are provided in each task. The County is open to any means or methods of accomplishing the objectives of this plan using agreed upon, alternative methods. • Inventory existing parks, facilities and programs. • Evaluate the Carteret County Parks and Recreation Department to determine effectiveness and needs for the future. • Conduct public meetings throughout the county to encourage participation and shorten travel distances (West, Island, and East) • Provide citizen surveys at each public meeting, through a random, county wide mailing, and an online survey. • Address current parks and recreation, beach and water access needs, as well as plan for future needs based on a 5-10-15 year population and county growth projections. • Serve as a marketing tool to educate the general public and elected officials as to the vital role parks and recreation plays in the quality of life of its citizens. • Promote cost-effective design, development, and operation of park and recreation facilities that enhance the quality of life of its citizens • Secure environmentally sensitive areas and preserve the community’s natural resources. • Develop an Action Plan that will be a living document.
