1. Analyze City’s current capital structure as compared with existing and projected sources of pledged revenue for debt service coverage. Vendor will assess the potential impact of debt on the City’s financial condition. 2. Provide advice and assistance in the development of capital improvement plans and/or other long-range financing plans by the City. 3. Prepare the City for issuance of debt using General Obligation, Limited Obligation, and Revenue Bonds in accordance with Local Government Commission standards. 4. Prepare credit profile and assist City in making presentations to rating agencies. 5. Serve as the City’s consultant on debt financing projects; provide independent financial advice upon request. 6. Develop a plan of finance and prepare a financing schedule. This will include considering various potential funding techniques, including but not limited to public versus privatelyfinanced debt, fixed versus variable rate debt, tax-exempt versus taxable, long-term versus short-term amortization, redemption provisions, and call features. 7. Manage the bond financing process and negotiate key business points to accomplish the City’s objectives. 8. Make presentations to City Council upon request. 9. Perform other related services as negotiated
