1. Emergency Response, Containment, & Characterization • A designated primary contact number with 24/7 availability must be provided for immediate dispatch requests. A secondary contact number is recommended. • The Contractor must acknowledge receipt of a phone call or text notification from a City representative within 30 minutes of being notified of an incident. • 24/7 availability with a guaranteed on-site response time of one (1) hour from initial contact. • Prepare an estimated cost, and any other requested information, to complete the project and provide a Task Authorization to the City within three (3) hours of notification of the incident. • Immediate containment of spills using absorbents, booms, dikes, or other necessary methods to prevent further spread of spilled material. • Deployment of traffic control for the duration of the response and remediation as necessary. Coordination with Transportation Stormwater Maintenance on road closures and openings is required. • Implementation of safety measures to protect personnel, property, City infrastructure, and the environment. • Ability to conduct any necessary characterization to inform appropriate response, remediation, and/or disposal options. • Coordination with City staff on response plan development and implementation. 2. Cleanup & Remediation • Removal and cleanup of hazardous and non-hazardous materials, including but not limited to, petroleum products, chemicals, sewage, and other pollutants. Materials may also include products that pose a safety risk to vehicular or pedestrian traffic, result in road or sidewalk closures, or damage to City infrastructure. • Use of appropriate equipment, techniques, and materials to restore impacted areas. Work should not damage existing improvements, facilities, adjacent property and real and personal property adjacent to the work area. • Proper storage, labeling, and transport of waste materials in compliance with applicable regulations. • Perform any post spill remediation services such as soil, surface water and groundwater sampling or additional clean-up efforts as required by regulatory reporting requirements. • Coordination with City staff and enforcement authorities to meet all local, state, and federal requirements. • The City shall be notified by email of any project that will require work thirty (30) days or more after the spill occurred. 3. Waste Disposal & Documentation • Proper disposal of contaminated materials in accordance with local, state, and federal laws. • Creation of detailed incident reports, including photos, cleanup actions taken, and waste disposal records. • Complete any necessary characterization to facilitate proper disposal of material on behalf of the City. • Maintain confidentiality on all incidents.
