The City of Asheville is seeking an individual or firm (the “Contractor”) to lobby the North Carolina General Assembly on its behalf for an initial term of one year with two renewal options. The City will evaluate the work of the Contractor and make a determination as to whether to extend the engagement on an annual basis. The Contractor shall work under the direction of the City Attorney. The Contractor will actively and continuously lobby the General Assembly in accordance with the Asheville City Council Legislative Agenda, as well as on other matters of importance to the City. The Contractor shall also do the following: ● Maintain liaison with the leadership of the General Assembly, inclusive of personal contact with legislative and executive officials. ● Maintain liaison with the City's State delegation. ● Counsel the Mayor, the City Manager, City Council Members, and City staff regarding the development and improvement of relationships with the leadership of the General Assembly and State Delegation. ● Develop working relationships with other entities as appropriate or as directed. ● Alert the City to potential new opportunities that will further the City’s interests and to posing threats that could negatively impact the City’s interest. ● Review state executive proposals, legislation under consideration, proposed and adopted administrative rules and regulations, and other developments for the purpose of advising the City of issues that may have a bearing on the City’s policies and programs. ● Confer with the Mayor, the City Manager, City Council Members, and City staff on preparation and implementation of legislative agendas. ● Provide testimony at legislative and/or regulatory hearings. ● Work closely with the City Attorney on all legislative matters.
