Stage # Specifications 1‐Review of Vessel Mission and Operational Requirements Meet with vessel owner and operators to fully understand vessel mission and operational requirements. Discuss operational, regulatory, budgetary, and program requirements and constraints of CFCC/Marine Technology. 2‐ New Construction Design Phase and Technical Review Review preliminary vessel design from AAM/Teknicraft and advise CFCC on design considerations, suggestions, and limitations to ensure mission achievement and budgetary efficiency. Review new vessel design and contracts prior to finalizing plans or agreements to ensure achievement of project efficiency, proper use of construction materials and techniques, reduction of change orders, expected construction and delivery timeline, budgetary requirements, USCG, ABS, and other regulatory requirements. 3‐ Owner’s Representation and Quality Assurance for Vessel Construction & Delivery Act as a CFCC technical representative on site at the shipyard as required throughout the build process to ensure construction quality, adherence to finalized design plans and specifications, compliance with regulatory requirements, and conformance with operational considerations as discussed with CFCC. Prepare status reports and recommendations to CFCC after conducting shipyard visits outlining construction progress and projected timelines, prospective change orders or deviations from the finalized design, conformance with contractual agreements, or any and all issues that should be addressed with the shipyard. Review change orders and advise CFCC on necessity, associated costs, or other requirements associated with projected design and delivery timeline. Attend and participate in tests and trials as CFCC technical representative and quality assurance advisor to include dock and sea trials, in addition to witnessing loading and unloading of new vessel to and from delivery ship for final vessel delivery to CFCC.
