Specifications include, but are not limited to: The North Carolina Justice Academy’s Audio-Visual Production Unit responsibilities include: 1. Creating audio and visual content to supplement and enhance criminal justice training conducted at NCJA’s two campuses (Salemburg and Edneyville) 2. Maintaining content for NCJA’s website and social media platforms 3. Creating, producing, distributing, and marketing the NCJA 10-14 podcast 4. Supporting the NC Department of Justice (including the Attorney General’s Office and State Bureau of Investigation), Department of Public Safety, Alcohol Law Enforcement, Conference of District Attorneys, State Highway Patrol, North Carolina Sheriffs Association, and numerous local police departments and Sheriffs’ offices with various video and graphics needs. The length of time required to transfer files and the lack of storage capacity forces staff members to make all revisions prior to transferring files and to select a limited number of files to transfer. Staff members access the share external drive via the DOJ network instead of a direct connection from their workstations. This configuration negatively impacts the speed at which files are uploaded and downloaded. The share external hard drive experienced a failure in which all data was nearly lost. DOJ was able to recover 10TB of data which was then transferred to cloud storage for back up. The cloud storage, however, does not provide the needed capacity or functionality to work in an efficient manner due to the platform’s limited purpose. DOJ also needs increased capacity to store NCJA training videos that must be archived for approximately thirty (30) years, the average length of a law enforcement officer’s career. In the event a law enforcement officer is sued and his/her training is called into question, these videos may be admitted as evidence in the court case. DOJ currently has 11TB of archived data on a Citrix ShareFile cloud platform. There are two hundred (200) videos in various formats (DVD, data CD, VHS, Beta Cam, SP, and High 8) that DOJ will digitize and add to the new solution once it is implemented. NCJA seeks to replace the current system with a solution that: 1. Provides centralized storage of all projects and media content 2. Increases efficiency in accessing and editing files 3. Provides customized workflows for reviewing and approving content 4. Facilitates the archiving of content, retrieval of archived content, and identification of content to be purged after the retention period 5. Provides business continuity/disaster recovery capabilities The solution will be a hybrid solution consisting of hardware and software components and cloud storage.
