Specifications include, but are not limited to: Region 7 will procure by competitive proposal a qualified firm (the “firm”) to conduct a Public Health Workforce Investment Study with an overarching goal of making Regional public health jobs more competitive in the marketplace and allowing for retention of existing employees. The study is intended to provide Health Directors with the data, metrics and cost-benefit indicators to advocate for new hires, to provide incentives for workforce retention, and to increase capacity to LHDs’ foundational capabilities in a local government health department setting. GVDHD, on behalf of Region 7, invites qualified firms to provide proposals towards a Public Health Workforce Investment Study and Recommendations that would include: a. LHD Compensation Study • LHD salary dataset compilation and analysis by region and occupation • Comparative compensation study: current LHD pay rates to other potential employers (e.g., private employers, hospitals and health systems, medical practices) b. Recruitment, retention, training, and culture modernization • Identification of opportunities beyond salary to attract and retain candidates for local public health positions, helping us understand the value proposition for potential employees (e.g., compensation valuation of new generational workforce) • Recommendations for overall organizational culture and workforce modernization, with attention to burnout, morale, and resilience of the current workforce.) c. Cost of services • Cost of Providing Foundational Public Health Capabilities • Cost of Providing NC Legislated Public Health Programs • Cost of Providing NC Appropriated Public Health Services • Cost of Providing appropriate staffing for each in a local health department
