Specifications include, but are not limited to: remove Mulch or Unprocessed Wood (UPW) throughout the year and transport to a suitable end use facility. County reserves the right to approve destination of materials. Dependent on end use, MCSW may opt to forgo the mulching of yard waste, if mutually agreed upon by MCSW and Vendor(s) this would be considered Unprocessed Wood. The feedstock for the Mulch is primarily Yard Waste collected by the Municipalities or their contractors, but also contains materials directly delivered to County facilities by landscape contractors and residents as unprocessed wood (no stumps). Some clean wood (untreated, unpainted), such as pallets may also be included in the mix; if Vendor desires no pallets in materials, please discuss this in your submittal; MCSW may be able to separate this material from other materials. The character of the materials differs slightly by facility and changes by season of the year. Most notably, there is a heavy concentration of leaves during the Fall; a heavy concentration of discarded Christmas trees in early January; and a heavy concentration of grass clippings in late Spring and early Summer. The Yard Waste moisture content is also variable, and no composition warranty is made by MCSW. As soon as practical after receiving the Yard Waste, MCSW grinds it all in tub grinders equipped with three-inch (3”) or four-inch (4”) screens to produce Mulch. The Mulch is single ground with some particle size variability as typically found in tub-grinders. The estimated bulk density of the Mulch is approximately 500 pounds per cubic yard. No estimate is available as to average moisture content or heating value of the Mulch. The Mulch that the County typically sells as landscaping material is comprised either of separately received land clearing materials or woody materials received with the Yard Waste. The Mulch to be sold by the County pursuant to this Proposal may contain leaves and grass and therefore the selected Vendor must make their own determination on how to best use the Mulch.
