Task Series 1 – Project Management and Administration The LAND AGENT will be responsible for acquiring all the property rights required for each project assignment. The acquisitions will include but are not necessarily limited to: Various Permanent Easements (utility and line of sight) and Temporary Construction Easements. The LAND AGENT will implement quality control and quality assurance measures to ensure that all acquisitions are in conformance with the current Owner Policies, Procedures and Guidelines as well as all applicable federal, state and local laws, rules and regulations. Task 1.1 Initial Project Preparation All real estate documentation, tracking spreadsheets and negotiation diaries shall be stored in the Pender County WTP Project Team SharePoint® or other proposed software by LAND AGENT. Task 1.2 Meetings The LAND AGENT may be required to attend one or more of the following: • Real Estate Kick-off Meeting; • Public Meetings, as necessary; • Monthly Project Status Meetings and coordination meetings (virtual). All meetings with OWNER shall include the following • Status of Each Easement(s) Acquisition • Progress since previous Meeting • Project Schedules and Key Milestones • All upcoming coordination activities LAND AGENT shall communicate with the OWNER any real estate questions/issues. Items requiring immediate legal council should be brought to immediate communication with the OWNER. Task 1.3 Real Estate Documentation OWNER will provide the LAND AGENT with all associated forms to be utilized for the project. Coordinate with OWNER for format and requirements. In general, all user input data required for North Carolina Department of Transportation forms FRM4-H, FRM6-B, FRM6-C, FRM6-D, FRM6-E is also required in forms submitted to OWNER. Previous sample acquisition exhibits will also be provided to the LAND AGENT by the OWNER with details on expectations and QA/QC requirements. All acquisition documents (exhibits, plans and legal descriptions) shall be peer reviewed by the producing firm prior to releasing the documents for acquisition. It is expected that the LAND AGENT will review all acquisition documents prior to making a formal offer to the property owner.
