The Town of Fuquay-Varina, NC has begun the process of requesting an Interbasin Transfer (“IBT”) from the Cape Fear River via the NC Environmental Management Commission. The impact of this transfer on raw water availability from the Cape Fear River could be significant and have determinantal impacts to southeastern North Carolina and the residents who depend on the river for drinking water supply. The selected consultant will review documents associated with the Fuquay-Varina Interbasin Transfer request and coordinate with other consultants and interested parties. The consultant will review the alternatives presented in the Fuquay-Varina Environmental Impact Statement and associated documents and provide comments on the costs, feasibility, and impacts to Brunswick County, the lower Cape Fear region, and other affected utilities on these alternatives. Additional alternatives identified in the review will be provided along with any beneficial modifications to alternatives within the Fuquay-Varina documents. The consultant shall provide an alternative based on the potential use of groundwater instead of surface water from the Cape Fear River for Fuquay-Varina. The consultant will also provide the costs to Brunswick County and other downstream utilities associated with the replacement of any raw water no longer available from the Cape Fear River due to the proposed Fuquay-Varina IBT with 1) a groundwater alternative(s) and 2) a desalinization alternative(s).
