The Contractor shall be responsible for performing a rehabilitation needs assessment and cost estimate for homeownerrequested corrective actions with follow-up monitoring until project completion in a manner satisfactory to the City. Projects will include the following activities: Phase I - Planning Phase: 1) Inspections and Documentation: • Conduct one or more inspections of each residential home to document existing conditions. • Prepare a floor plan for the house, including both existing and proposed layouts. • Document existing conditions with photographs to serve as a record. 2) Environmental Testing Requests: • For homes built before 1978 and where repairs exceed $25,000, request lead testing to check for potential hazards. • For federal-funded projects, request Environmental Reviews to ensure compliance with federal regulations. 3) Rehabilitation Work Write-up: • Prepare a rehabilitation/construction work write-up, which should include: a. Results from the inspection. b. Recommended remediation tasks. c. Materials required to meet the City’s minimum housing code. d. A cost estimate for the rehabilitation/construction work. • The write-up should: a. Describe the specific rehabilitation needs. b. Prioritize those needs if multiple issues exist. c.
