The City’s Housing and Neighborhood Services Department (HNS) is to solicit Proposals from HUD certified counseling agencies to deliver housing counseling and education Services to prospective home buyers and homeowners. To be considered for these Services, the Agencies shall meet the following criteria: The Agency must be a HUD certified housing counseling agency; The Agency must be authorized to do business in, and have an office in the State of North Carolina, and must be registered with the North Carolina Secretary of State’s Office; The Agency must be in good standing; The Agency must have been delivering the Services in this RFP for the past year; and The Agency must have experience in conducting home buyer, and financial fitness education, as well as experience in conducting individual financial and credit counseling. While the City is flexible with respect to certain elements of the Housing Counseling and Education Services, the City has specific requirements and preferences for the Service delivery method. Summary of Services. HNS is seeking the Services of qualified housing counseling agencies to provide several types of counseling and education Services to first-time homebuyers and homeowners. Specifically, Proposals are sought for the following counseling and education Services: Pre-purchase education for individuals or families who are about to enter the home buying process; Pre-closing education for all borrowers; Post-homeownership counseling; Individual financial counseling; and Foreclosure prevention counseling.
