Specifications include, but are not limited to:The City of Raleigh invites qualified teams to submit Proposals for consulting services to identify, research, determine viability, and recommend tools for a Raleigh Historic Preservation Toolkit. The contractor will consider tools that fall into several project areas, which may include financial tools, policy tools, regulatory tools, and organizational tools. The deliverables will include recommended policy and regulatory code changes, as well as recommendations on work to be completed in a second phase. The contractor will work closely with staff of the Urban Design Center and representative(s) of RHDC.The successful contractor team shall contain expertise in the following areas: • Historic preservation, meeting professional qualifications outlined in Federal Register 36 CFR 61 • Land use planning, policy, and regulation • North Carolina enabling legislation • Development economics • Architecture • Graphic design The potential Historic Preservation Toolkit will consider tools that may include, but are not limited to: • Financial tools and incentives • Land use policies • Development regulations and regulatory incentives • Organizational structures
