Towing and Recovery 1. Contractor must meet the towing equipment specifications stated in Exhibit B. 2. Contractor must have the capability to perform specialized recovery and towing operations including, but not limited to: towing from geographically challenging environments (near waterways, steep slopes, near heavy brush, etc.). 3. Contractor must have the capability to tow a wide range of vehicles in varying conditions, including but not limited to: large recreational vehicles, motor homes, buses, tractor-trailer combinations, and titled property that is significantly damaged (crushed, missing wheels, etc). Note that shipping containers (aka Conex trailers) with no cab/vehicle are not considered Titled Property and will not be part of this towing contract. 4. Dispatch functions must be operational and available Monday-Saturday, 7am-5pm. 5. When a tow is requested, the Contractor must be able to communicate with tow coordinators and tow truck operators regarding the tow response. Response to coordinator must be provided within 15 minutes of receiving the request from the City. 6. The Contractor or their subcontractor must arrive at the scene within sixty (60) minutes of receiving and accepting notification from the City. 7. The Contractor must coordinate towing operations with the City’s debris monitoring firm to ensure documentation is provided to the City showing compliance with FEMA Public Assistance policy. This will include, but not be limited to, proper certification of all towing equipment and documentation of titled property from the ROW to final disposition whether it is returned to the owner or it is salvaged. Storage 1. Contractor must hold and store vehicles for the length of time as determined by the North Carolina Division of Motor Vehicles (NCDMV). 2. Contractor must demonstrate ownership of, or access to, a storage facility sufficient to store recovered units of titled property within Buncombe County. This site must be approved by the North Carolina Department of Environmental Quality (NCDEQ).
