Provide comprehensive management services for its federal HOME-ARP (American Rescue Plan) program allocation. Utilizing the City's HOME-ARP Allocation Plan as the guiding framework, the consultant will be responsible for the management and reporting for all aspects of the HOME-ARP program which may include strategic planning, public engagement, and policy recommendations. This includes ensuring compliance with all applicable federal laws and regulatory requirements, particularly those of the U.S. Department of Housing and Urban Development (HUD). The Consultant will be expected to provide, but not be limited to, the following deliverables: ● Updated program procedures and guidelines for the HOME-ARP program. ● Grant application materials and processes. ● Records of public engagement activities and feedback. ● Evaluations of grant applications and recommendations for funding. ● Executed grant agreements and contracts. ● Documentation of financial reviews and reimbursements. ● Monitoring plans, schedules, reports, and findings. ● Compliance reports to HUD. ● Regular progress reports and updates to the City. ● Participation in bi-weekly meetings with the City.
