Prepare the Environmental Review Record, Publish all required notices, and send necessary documentation to the Department of Commerce, Rural Economic Development Division in order to facilitate release of funds. 2. Preparation of any and all other documents required to obtain release of funds. 3. Provide Citizen Participation Plan. 4. Provide Fair Housing Plan and assistance with required quarterly fair housing activities. 5. Equal Employment and Procurement Plan/Policy. 6. Section 3 Plan. 7. Section 504 Plan, including grievance procedure. 8. Language Access Plan. 9. Residential Anti-Displacement and Relocation Assistance Plan. 10. Code of Conduct Policy. 11. Excessive Force Policy (Section 519 of Public Law 101-144). 12. Labor Standards, as necessary. 13. Assistance with procurement of other professional services. 14. Setting up and managing official records. 15. Assistance in conducting all necessary public hearings/meetings. 16. Completion of all required reports and documentation, including annual performance reports. 17. Assistance with financial reimbursement forms. 18. Housing related services to include: a. Home inspections to determine needs, b. Establishing qualification of homeowners, c. Work write-up/bid document preparation, d. Bidding/award assistance, e. Preparation of contracts associated with the grant, f. Construction management services, g. Coordination of professional services, h. Preparation and coordination of relocation with homeowners. 19. Preparation of grant close-out documents.
