The project is to complete extensive historic research report on the City of Raleigh’s neighborhood referred to ask the Historic Fourth Ward. This project will research, compile, document, and interpret the history and significant cultural impact of this section of the city with special emphasis will be placed on documenting the geographic boundaries of this district from its establishment and development to present. The report should include relevant maps, graphics, and photographs that add to the historic narrative which is the core of this project. The consultant shall: Review and synthesize existing documentation. Conduct field work if necessary Participate in at least one pre-survey informational meeting. Prepare a narrative that incorporates history gathered from field work, archival research, previous architectural surveys, reports, or other historical documentation completed in the area, research in local city directories, Sanborn Fire Insurance Maps, historic plat maps and/or surveyor maps, and other primary and secondary sources as available. Identify themes or locations related to African American history and heritage where there are gaps in knowledge. Prepare a final report. The work proposed for this project includes the following: This project intends to provide both a historical background and context for the Fourth Ward with special attention paid to the establishment, growth, and significant impacts to this community, especially the African American experience in this area. The final report shall include historic contexts relevant to the development of the Fourth Ward and African American communities in Raleigh. The final report will include a history of the Fourth Ward utilizing accepted practices in the history field and project should include bibliography of utilized sources and high-resolution copies of any and all graphics, photos, or images used in final report. Preliminary drafts will be submitted for review to the HRMP staff prior to submittal of final drafts. The consultant will submit final drafts of all products to the HPO no later than October 25,2024. The project will be accomplished under the supervision of the Historic Resources and Museum Program and the City of Raleigh.
