The Contractor shall provide Flagging Services on an as-needed basis for NCDOT Maintenance Operations on primary and secondary routes in Cumberland County, in accordance with these specifications and as directed by the Engineer. The Engineer will identify the locations where the Contractor will provide Flagging Services. Provide the service of at least one qualified work zone supervisor. The work zone supervisor shall have the overall responsibility for the proper implementation of the TMP and ensure all employees working inside the NCDOT right of way have received the proper training appropriate to the job decisions each individual is required to make. The Engineer will notify the Contractor when flagging services are needed. When notified, the Contractor, with a full complement of the required personnel and equipment, shall report to the appropriate location within the specified time frame. The Contractor shall arrive for work on the designated day, and have traffic control established in the roadway, by the time agreed upon when notified.
