Specifications include, but are not limited to: North Carolina State Ports Authority requires a comprehensive Facility Security Assessment (FSA) that identifies the highest vulnerabilities, threats and consequences associated with current and future operations for the Port of Morehead City, including Radio Island Terminal and Barge Fleeting Area. The FSA will integrate these factors into identifiable risks and then make appropriate recommendations to reduce each element associated with the corresponding risk. It is imperative that the FSA evaluates the current volumes and cargo diversity as well as consider the capital improvements and anticipated volume growth Port of Morehead City. The FSA must comply with the requirements set forth in Department of Homeland Security regulations, specifically 33 CFR 105.305. In addition, the FSA shall consider the vulnerabilities, threats and consequences associated with Department of Defense Strategic Ports. The FSA shall evaluate all aspects of North Carolina State Ports Authority layered security program with added focus on security camera architecture, access control systems, and Transportation Workers Identification Credential (TWIC) readers (both fixed and portable). Beyond the cyber domains associated with security cameras, access control systems, and TWIC readers (fixed and portable) this FSA will not include a security assessment of additional North Carolina State Ports Authority information technology and cyber systems.
