Awarded firm shall provide services, all as set forth in this RFQ and more particularly described in this Section 4. Scope of Services may include but are not limited to assistance on projects that are in one or more of the following project phases: program development, conceptual design, master plan, design development, contract documents, permitting, bidding, construction administration, geotechnical and material testing. As individual projects arise, the City of Raleigh and the selected firm will negotiate the scope of work and fee before project authorization. The services outlined below are intended to be a general outline of the work and not an allinclusive description of the professional services that may be required to undertake each project. A. EXISTING SITE AND BUILDING INFORMATION AND EVALUATION • Conduct all necessary site visits to confirm the scope of work and budget. • Gather plans, maps, reports, and other documentation, including, but not limited to, inspection reports, as-builts, plats, and deeds, to become familiar with the existing conditions, and to create existing conditions map(s) • Perform an evaluation of existing conditions of the architectural, structural, and mechanical components of buildings/parking structures and review site conditions, utilities, and infrastructure. Conduct building code and zoning research on safety, function, and accessibility. • Subsurface evaluation and soil testing • Conduct a preliminary investigation for any hazardous materials such as lead paint, asbestos, radon, or any other materials deemed incompatible with public interaction. • Provide Subsurface Utility Engineering (S.U.E.) and land survey for design and permit submittals, including but not limited to property and easement boundaries, topography, utilities, storm drainage, tree location, tree conservation area boundaries, streams, floodplains, wetlands, and other site features. • Perform any investigation and/or testing necessary to produce accurate and complete contract documents (Owner to pay testing fees as a reimbursable expense) • Assess programming and spatial needs with city staff and any potential stakeholders. Review existing conditions evaluation and programming assessment and recommend renovation and/or expansion strategies.
