Specifications include, but are not limited to: FINANCIAL REVIEW SERVICES - Certain entities will be chosen by the Commission for a review by an independent Certified Public Accounting firm. The principles in the Certified Public Accounting firm must be licensed by the North Carolina Board of Certified Public Accountant Examiners. All work will require the Certified Public Accounting firm to read and understand the grant proposal and financial reports submitted by the grantee. A review plan must be submitted that specifies how the Certified Public Accounting firm will go about performing the review of the grantees’ actual expenditures as compared to the expenditures that were submitted on the Schedule of Receipts and Expenditures Form. It is expected that the review will include some grantee on-site field work by the Certified Public Accounting firm. Specifically, all balances submitted as final by the grantee on the Schedule of Receipts and Expenditures Form should undergo appropriate testing to verify that grant monies were actually spent as reported by the grantee. Testing should be conducted to verify the accuracy of the amounts reported and the appropriate categorization on the Schedule of Receipts and Expenditures Form. Once a proposal is submitted, the CPA has 30 days to submit an engagement letter to the License to Give Trust Fund Commission. All work must be completed and a written report must be issued to the License to Give Trust Fund Commission within 120 days from the date of the engagement letter detailing the findings of this review. Such work will need to be coordinated with the grantee. It is also expected that an exit conference at the end of the review will be held with the grantee. The exit conference will provide the grantee an opportunity to address any findings of the review. The grantee may submit comments to the License to Give Trust Fund Commission at the conclusion of the review and after the report by the Independent Certified Public Accounting firm has been submitted to the Commission.
