1. Recommend schedules for tank inspections, cleaning, interior and exterior coatings, and future maintenance work for review by the Town. The Town reserves the right to revise the recommended schedules to meet their preferences for any reason. 2. Perform annual visual inspection of each water storage tank and provide a detailed report to the Town regarding the findings at each tank. a. Inspection of structure and coating systems to include but not be limited to the following: i. Tanks shall be kept in service for this inspection; inspection may be performed during low level time periods. This is a limited inspection, based on the extent of the facility that is visible/accessible while the facility is still in service. ii. Assess the sanitary, safety, watertightness, and security of each tank. iii. Evaluate the structure of the tank to ensure the structure is sound and compliant. iv. Evaluate both exterior and interior coating systems for their protective qualities and percentage of deterioration. v. Take photos/video of items noted as well as general photos of the tank features. vi. Document any need for repairs or coating work. vii. Perform any preventative maintenance needed. viii. Provide the Town with a Condition Assessment Report detailing the inspection items listed above, within thirty (30) days of date of inspection. 3. Perform biofilm washout/visual inspection of each water tank at a schedule recommended by the Engineer and approved by the Town. Washout and inspection work shall apply to each tank and the associated tank piping. a. Biofilm/Chemical Interior Washout i. Coordinate with Town Staff for the timing and process for draining the subject tank. ii. Obtain necessary permits and follow all Occupational Safety and Health Administration (OSHA) guidelines. iii. Using NSF approved chemicals for biofilm removal, completely pressure wash (minimum pressure of 3,000 psi) the interior of each tank to remove all mud, silt, biofilm, and other accumulations that might be harmful to the tank or its contents. iv. After washout is completed, thoroughly inspect and disinfect the tank in accordance with AWWA standards and method defined by contractor and approved by the Town. The Town is responsible for draining and filling the tanks and conducting any required testing of the water.
