This scope of services for the Disaster Recovery Plan is to provide the City of Raleigh with a plan that accomplishes the following: • Conduct a thorough review of existing city plans and policies to ensure alignment with national, state, and local standards and best practices. The development of a plan review matrix will incorporate FEMA guidance and other relevant doctrines to provide a structured framework for the new Disaster Recovery Plan. • Create a strategic Disaster Recovery Plan that effectively minimizes service disruptions and facilitates the restoration of critical functions. The citywide Disaster Recovery Plan will ensure that the City of Raleigh can quickly resume critical operations after a disruption caused by disasters such as natural hazards (e.g., floods, earthquakes), cyberattacks, power outages, or equipment failures. • The citywide DRP should include the following key objectives minimizing downtime, protecting data, maintaining business continuity, limiting financial losses, protecting reputation and compliance and defining roles and responsibilities. • Develop and deliver virtual and in person training to City of Raleigh employees, including exercises capable of sufficiently testing and stressing staff and planning operations.
