Specifications include, but are not limited to: Detention Staffing Analysis The scope of services covered in this RFP is to assist the County in planning and analyzing the staffing of the County’s detention facilities, provision of inmate medical care, and facility operation cost. It is expected that the Consultant will be able to provide a comprehensive set of services including but not limited to: Assistance in developing a short-term and long-term strategic staffing plan for inmate detention; Assistance in establishing Facility Operation, Fleet, and Security Cost for Hammond Road Facility; Benchmarking with peer Counties, especially Counties that provide inmate housing in more than one detention facility with respect to staffing models and costs and Counties that house similar detention populations and benchmarking for facility operations Review and analysis of the County’s inmate medical care data; Exploration of cost-containment strategies for detention and medical care; Security services and operations and maintenance of the facility as defined in 1.2.3.
