The City of Raleigh is entering the second year of its effort to strengthen emergency, disaster, and crisis communications. Building on the foundational work completed—including testing and practicing Joint Information System (JIS) operations—we are committed to continuing that progress and further expanding our capabilities. This solicitation seeks a training partner to help make sure all City staff responsible for developing and delivering public information during critical incidents are well-prepared to fulfill their roles with confidence, clarity, and coordination. Training Development Expand on existing frameworks by developing refined and advanced training programs tailored to the City’s systems, staffing structures, facilities, and communication protocols. Training Delivery Conduct interactive, scenario-based training sessions for communications professionals, public information officers, leadership staff, public safety teams, and other City personnel involved in internal and communityfacing communications. Trainings should reflect real-world situations and integrate lessons learned from training we have already completed. Media Training Include targeted media training components that sharpen message development, press engagement, and interview performance. Training could culminate in a simulated press conference or emergency briefing, but media-specific elements should be complementary—not the dominant focus—of the overall program. Holistic Public Information Strategy Apply a cross-departmental, systems-level approach that aligns with the City’s Emergency Public Information Plan and promotes collaboration among all internal stakeholders and external partners. Emphasize integration of communications into broader emergency operations. Feedback & Evaluation Implement a feedback loop that includes both real-time participant input during each session and a comprehensive written report within two weeks of training completion. The report should summarize outcomes, observations, and recommendations for continued improvement and long-term preparedness. Ongoing Engagement & Schedule Propose a training calendar that aligns topics with seasonal or anticipated events. Emphasize sustained engagement, practical application, and increased complexity over time.
